Rockwood Retaining Wall
Master Plans Approved by St. Louis County


You will need a permit for any retaining wall construction in the unincorporated areas of St. Louis County and in Municipalities that are contracted with St. Louis County for building plan review and inspections services if any of the following conditions apply.


1) If you would like to construct a retaining wall 3’ or taller you will need a retaining wall building permit. Retaining wall construction under 6‘ can be permitted using these Rockwood master plans.  If you wish to construct a retaining wall 6’ or taller you will need an engineered set of retaining wall plans.

2) If the retaining wall you wish to construct is taller than 2’ and it holds a surcharge load such as a driveway, garage, home or swimming pool or similar structure

3)If the retaining wall you wish to construct is equal to or less then its height from the property  line.

4) If the retaining wall you wish to construct has a fence or a guardrail on it that exceeds 6’ total height from the grade at the front of the retaining wall to the top of the fence.

It is very important that any retaining wall you wish to construct does not cause damming or ponding and does not affect or block existing swales and water drainage paths.

St. Louis County and all municipalities that contract with St. Louis County.
